Is physics ncert required for neet and aiims?

In my opinion it seriously isn't!
Most Blogs and student reviews suggest that NCERT is a bible for NEET. It surely is, but not for physics.
You can at the most refer to NCERT for checking on the syllabus and derivations,etc.
You should have a book like Errorless, MTG, Aakash/allen's module with you to understand the concept better and then analyse your aptitude in the questions following.
Get hold of concepts real well, and try make a formulae list in a register/chart paper. That would act as a ready reckoner for you.
p.s. I had made a ready reckoner myself and I used to call it my 'gutka' for NEET. And as far as physics NCERT is concerned, that probably remained the book I used the last during my prep.
And for Aiims exam try solving the assertion and reason for Aiims from mtg publications.
However, AIIMS has many theoretical questions (as it has assertion and reasoning). For those questions, it is advisable to read NCERT. The points to ponder given at the end are really nice.
Physics NCERT exemplar questions are very conceptual and I would advise you to solve them. One question came directly from there in AIIMS 2014.
