Is PU regional centre Ludhiana good for law or should i go for ba (hons) at Hansraj college Delhi university ???

Hey Vanshika.

The regional centres for PU are average. It depends on what your plans for future are. If you plan to go into Judiciary or Litigation the choice of college would not matter too much. But if you wish to go for corporate sector, then you won't have much help from your colleges for any placements/ internship in case of regional centre Ludhiana. Hansraj is a really good college and you always have an option to pursue 3 year  LLB after graduation from PU or DU or any other good college. But it will take one more year. Also many people join colleges for BA etc and then attempt law entrances like CLAT, AILET etc in this way you'll have a backup option too in case things don't work out next year. So consider your future plans and then make a decision.
