Every State except for Jammu and Kashmir accommodates 15% of its seats to All India Counselling and reserves the remaining 85% of the seats to its home candidates. Jammu and Kashmir has 100% seats allotted to its home candidates and so it doesn't contribute to All India Counselling. So there is no more Open State Counselling option. If you hold a domicile of any State, you are considered their local candidate and you can participate in their 85% State Counselling Seats. For the rest of the States you have to participate in All India Counselling.
