Yes, students are given a chance to change their branch after completion of Second Semester. But it totally depends on the score the student has secured in the first semester or in the first year and vacancy in the desired branch. Generally, all the NITs offer students to change their branch after first year. Like in NIT Rourkela and Warangal and Delhi, B.Tech students who have secured CGPA of 8.5 or more and have passed all the credits prescribed in first attempt at the end of the first year are eligible to change their branch. For NIT Durgapur, the minimum marks criteria is that the student has to secured SGPA of atleast 8.75 in both first and second semester. In NIT Patna, they ask for CGPA of at least 8.25, Not less than this. So you can see the minimum marks criteria is different in different NITs. So you must check your college website or talk to the authority about branch change rules.

Hey dear, basically in engineering your first year is for testing yourself for your desired course taken beacuse during 1st year no matter what the branch is, student studies all the matters of engineering from coding to machines everything. So, there is a chance of changing the branch always from 2nd  year onwards.

There is an option to change your branch after first year in many colleges , but there are some colleges which do not have a branch change option for students . . So you need to ask beforehand whether that particular nit has a branch change option or not .  Generally almost all NIT facilitate branch change after first year .

Next , if branch change is available , it is also subject to availability of seats . Therefore seats , if available are very less so there is tough competition . As you mentioned that you want to change branch to Cse , changing the branch to Cse is the toughest as everyone wants computer science nowadays  . Generally the cutoff (in terms of the CGPA at the end of first year ) is around 9.1-9.5 for CSE . So you need to plan accordingly .
