Hello student,
Yes, almost every college arranges a Fresher's Party for New students. Colleges are aware that students need a break and encourage them to show their creativity. Thus, festivals and celebrations are celebrated. As per Halloween, some colleges have proper theme party. However, some colleges might arrange a program on a small level.
Every festival is celebrated in every college of India. From Garba Night to our own department's fest. It's all there.
