As far as state quota counselling is concerned, every state has it's own way of dealing with domicile.
Some states like Bihar wants the student to be a permanent resident of Bihar in order to claim the benefits of state quota.
While other states like Delhi wants the student to have completed 10th and 12th from there to take the benefits of state quota.
So, if you have the domicile of both states then just go through the requirements once and then you can very easily sit for the state counselling of both the states.

State of domicile is the place to which we originally belong to .You cannot have the domicile of 2 states at a time .It is illegal .Obviously after applying for state quota seats in Punjab you cannot apply for the state quota of any other state .Though you may apply in the all India quota counselling.
