The colleges mentioned by you I.e IET,Lucknow and BIET,Jhansi are the two best colleges under upsee so max. Students try to take admission in these colleges hence chances of seats left in these colleges is very less and if let's say left then also your rank is too high that you will not get that seat.
But under upsee, there are more than 1200 choices under counselling, you will get some college.

First of all I would like to tell you that this can not be predicted unless round counselling of upsee is over, so just wait as soon as round counselling will be over, upsee official will release number of vacant seats in different colleges for spot round and there is a chance based on your rank in general category that you may grab a seat in government college.
