Yes branch changes are available in almost all engineering colleges , so is In DSCE. For the branch change -the specified cgpa which will be mentioned by the college has to be secured by the student. Also never to be joining engineering colleges on belief of branch change, cause that is rarely possible ,as the branch change also depends on the number of vacant seats available in the branch that you are shifting too. Even if you have the cgpa but there are no vacant seats in your desired branch then you cannot change.
In order to change from mech to cse, I would say it's merely possible only if your grades are better from first. Cse is the most happening branch and hence many students would be applying for the branch change , therefore the competition would be high and possibilities of successful branch changes are less ( there would be no vacant seats as cse is always filled every year!)
