Hello,

No, It depends on whether you got a seat or not . If you did not get the seat in any college then you will be automatically moved to second round counselling and if you got the seat and did not reported in the respective college then your amount will be seized . Else you will get the money back after all rounds of counselling

Dear Student,

No,it is  only in 1 round of centralized NEET counselling not in Up counselling.It means if you free exit in 1st round of counselling you will not be penalized if you don't report the alloted college means the seat you get.You can participate in further rounds.In UP state counselling If you have alloted seat and you don't report the college or withdraws from the admission your security deposit will be seized.You can read here
