Yes, if you want to get seat through convener quota you need to appear in entrance exam and participate in counselling and verify your documents.If you want to get seat through management quota you don't have to participate in counselling.

Now in case of Justice Kumarayya College of Law, Karimnagar the admission is based on merit in TS LAWCET.So, you need you appear in this entrance exam, qualify and participate in counselling to get government quota seat.
