The tentative date that you have mentioned is for those who have been alloted a seat and want to take that seat or participate in further rounds. Your not getting an allotment letter simply means that you have not any college under your belt. Wait for next rounds you may get a seat and then you need to pay 40000.

There has to be a different specific window for online payment. Incase you are unable to find the online method mail their concerned department and ask for other methods. Like NEFT, IMPS or some other means they might be accepting money. In worst case pay cash.

There is no need to panic, if you are alotted your seat then the seat is only yours. This problem happens when alot of people use the site at the same time. The server usually hangs.If this problem continues then surely the payment dates will be extended. Try after some time in early morning or midnight possibly. Okay, there is nothing to worry about, if still it doesnt work you can contact the institution with all your documents.
