Yes ,NIOS or jharkhand open school or any other open school ,all are eligible to apply for NEET .
In 2017 , they were not allowing open school students.
But in 2018 they took a decision that open school students can apply for the medical exams.

As per the MHRD, it ruled out the MCC order for not allowing the NIOS and state open school students from applying for NEET.
Hence all the students from any state open school or NIOS can apply for NEET and can give the exam.
This rule out by MHRD came out last year in January 2018 when MCC barred the students of NIOS and state open schools to apply for NEET.
In the letter MHRD mentioned that the students are of equal importance and have to be treated as regular students because of which they have equal rights to appear for NEET, if they want to.
Any student who attended NIOS or state open schools during the high school years have the complete right to apply for NEET and to sit for counselling if qualified the exam. They have equal opportunity to take admission in the medical College alloted to them on the basis of their rank scored.
