I would request you to please clarify whether you are a candidate of Andhra Pradesh or Telangana state and seeking admission in these states or some other states. Considering that you are a non-local candidate of the aforementioned states, then you must be a domicile of one or the other state. In that case, you will be eligible for 15% seats of the total State Quota seats (85% seats of the total seats of government colleges and 50% of the total seats of the private colleges) available for the domicile candidates of the said states.
If by non-local you mean that you are seeking admission in a state where you are not a domicile then you must know that every state has their own eligibility criteria for admission to candidates to government and private medical colleges in terms of domicile. Non-domicile candidates cannot seek admission in the government colleges of any state under 85% State Quota. However, they can apply for 15% All India Quota seats.
While, in some states like Maharashtra, it is strictly mandatory to be a domicile of the state to seek admission to government and private colleges. Although, the state offers institutional quota in private medical colleges for which NRI and non-domicile candidates can apply. Do note that the fees for such seats are really high. In Tamil Nadu, candidates from other states will be only eligible for 35% of total seats available in private medical colleges. In states like Uttar Pradesh, all the seats of private medical colleges are available to the non-domicile candidates.
