l didn't upload my documents in jossa and didn't pay the seat acceptance fee so I got ineligible and my seat got cancelled. Is there any chance that I can participate in special round?

As you have not upload your documents so your seat gets cancelled. Now if you have not get any seat during the former rounds of counselling ,so you can take part in Spot round counselling. This counselling is also known as CSAB (Central Seat Allocation Board) counselling .You will get some seat in this round.
