YES, Certainly you are eligible for UPSC preparation , B. Ed. is basically Bachelor of Education degree, this is an Undergraduate professional degree.
After completing Bachelors degree in any respective you will be eligible for Union Public Service Commission.
Eligibility criteria for UPSC :- Age limit :- 21to 32 years candidate are eligible for UPSC. Age relaxation for General category is for 6 months , for OBC candidate 09 months and for ST /SC candidates not any limit specified.
Education Qualification : - Graduation from any recognized University.
Nationality :- Must be an Indian( for IAS and IPS)
Maximum number of attempts : - for General candidate and EWS candidates maximum no of attempts is 6 , for OBC Candidates maximum number of attempts is 9 , for SC/ ST can do unlimited attempts.

If you've completed B.A/B.Com/B.Sc or any other graduation degree , then you are eligible to apply for UPSC IAS exam .After graduation if you have done B.Ed then you are eligible.
