Yes, BCA can be pursued from every stream but not every University provides admission to arts students. But some colleges do provide admission. You should have passed your class 12 with English as compulsory subject and with minimum 50% aggregate marks. Some universities admit students on merit basis, and some universities conduct their own entrance test.
But, you should do related courses for BCA .you have to learn programming languages like JAVA, c++, this is what you will study in BCA. You should know basic maths for this.some universities demand for maths and some universities don't. You can do BCA if you are interested in programming beacuse it is all about programming. And you should be familiar with topics related to computer.
So you can pursue BCa, it's just that pre University education should be done to pursue in BCA. After class 12 you have to do computer course of 6 months.

I would suggest you to choose wisely and do what you are capable of doing. It's just that every course has some basic requirements so go through all the details properly and take a wise decision. If you are really interested in doing BCA then improve your mathematics and do programming courses and also make every possible effort . And also keep a check of universities that offer BCA to arts students.
