I hope you are doing fine, You have not mentioned about which school or college yo are talking about so if you are in school hostel, the answer is No, Mobile phones are not allowed in School hostels. It is also true that many schools do allow Mobile phones in hostel with parents consent but it totally depends  on school. But if you are talking about college hostels then yeah Every college hostel permits the students to have a cell phone in hostel as you will be  away from your parents and it is important for being connected with them and also generally you have college group on WhatsApp where you get notifications and notices.

Also, make sure that you don't use mobile in your college while attending lectures etc.

Generally mobile phones are allowed in college hostel but not in most of the school hostel, if you are enquiring for College hostel then I would advice you to not use the Mobile phone during the college lecture and only to use during the timing allowed in college hostel, and for school hostel you should check the guidelines set by the school.
