Hi.
The mop up round is only conducted if there are vacant seats after the two or three rounds of counselling. As the counselling procedures for State quota and All India Quota are different, the counselling for mop up round is also separate for these two. Usually, all the candidates have to register again in order to appear in the mop up round.
