M.Sc and M.Tech is equivalent to each other. In India M.Tech is a postgraduate program in engineering or technology field. This is a 2 year specialization course in a particular field of engineering or technology.
M,Sc may take more then 2 years(2-3 years course). In M.Sc you have to publish a research paper in the end of you term.
M.Sc is research based and M.Tech is to train a student in that field of engineering.
So it depends on you weather you are interested in research work or specialization in civil engineering.

As per the reviews I should conclude that MS has a little edge over MTECH in civil engineering as they include some detailed analysis OR I can say in-depth studies regarding the Basic Science. For MS, you can choose some of the best countries for civil engineering they are USA, NEW ZEALAND, AUSTRALIA and SINGAPORE. Or if you want to stay in India only, then even MTECH is also not a very bad option, if you give your best in the same career by studying some extra things also and build your own personality and knowledge, then yes, you surely will get a week deserving well settled job.
