Hi Saurabh.No he will not be getting seat in CSE in vellore or chennai for 1st category.He may be getting it in higher categories.Coming to IT you will not be getting it in a 1st category in vellore campus.
So better donot keep hopes on 1st category but you may be getting it in 2nd category.

According to the information of the college, in 2016, the cutoff was 15000 for CSE and 17000 for IT, VIT Vellore.
The cutoff for CSE was 14000 in VIT Chennai in 2016.
According to the above information, your brother's rank i.e. 38k is far from the required rank.
