Hi,

To be eligible to apply for NEET exam according to 2020 information brochure the minimum age criteria is as follow -

He/she has completed age of 17 years at the time of admission or will complete that age on or before 31 December of the year of his/her admission to the first year Undergraduate Medical Courses .

As if you want to apply in the years 2021 and if the admission procedure also complete in the year 2021 your age at 31st December 2021 will be 16 years 8 months 10 days so you will not be considered eligible for admission.

However you should wait till the NTA releases the eligibility criteria for NEET 2021 to see the actual age eligibility criteria for that year.
