hi,
in general to qualify for a Karnataka domicile certificate, the applicant should have been a permanent resident of the state for at least six years. as your daughter is studying from class six and have completed 10th exam as well, she is eligible for applying neet as Karnataka domicile candidates.
domicile cutoff is only considered if you apply for any college or institute within the state. It is the home state quota given to the citizens of that state only where the college is built. so if your daughter and the college belong to same state then yes she can use it.
To use domicile quota, a candidate should have studied from Karnataka for minimum 7 years under a recognized board and the candidate should have studied 11th ,12th from PUC Karnataka and any one of the parents should have studied for minimum 7 years in Karnataka.
if she applies for other state it will go under open category which is highly competitive and hard to get as the rank barrier is really low.
So as per the options and the qualification in the entrance exam, your daughter can apply for it.
