My neet score is 495 in 2019and I am from general category.can I get a government medical seat in Odisha or outside state

Considering last year cutoffs then it will be difficult to get any colege in Orrisa. AIQ is next to impossible as last year the closing rank cutoff was around 520(minimum) under state AIQ.
But you can get Hi tech Medical college with this score but it is private so there is a problem.

According to previous year counselling results, the current year cut off for Odisha Medical colleges is around 530 and above for State quota and 590 above for All India Quota. Thus it is quite difficult for you to get a seat. Your NEET score falls a little short for getting admission in govenment medical college through All India quota or even state quota(comparing the past years trend).
Although you do have probability of getting a seat in government dental college, private medical college and private dental college.

If I consider the previous year data .Then you have negligible chances of getting admission in any of the government colleges in odisha even through state quota .
Previous year minimum marks admitted for a genral candidate under state quota was 508 for Government Medical College and Hospital, Balangir. Moreover cutoffs are expected to rise a bit this time.
I would suggest you to look out for a college in some other states through all india quota.it would be difficult to tell you a college under all india quota. For that you can refer to the neet predictor link.

You have a decent score but as the cutoff has increased this year so you have very less chances of getting a government medical or dental college in Odisha. For outside Odisha in AIQ you don't have that marks in general category so you will not get any government colleges outside. You can try for private colleges you may get a medical seat.
