My overall rank is 1652 and my community rank is 142 in Tancet ME/MTech ,will I get CEG?I belong to SC category.

Congratulations on securing this rank.
Going by the usual cutoff trend of CEG, you cannot get this college with your rank. Belonging to SC category won't be helpful either.
You can though try for colleges like:-
- GCT, Coimbatore
- GCE, Tirunelveli
- GCE, Salem
- GCE, Bargur
- Thanthai Periyar Government Institute of Technology, Vellore.
- Sri Venkateswara College of Engineering, Chennai
- Sri Sivasubramaniya Nadar (SSN) College of Engineering, Chennai
- Sri Krishna College of Engineering, Coimbatore
- Kongu Engineering College, Perundurai
- Vellamal College of Engineering, Chennai
- St. Joseph College of Engineering, Chennai
- Kumaraguru College of Technology, Coimbatore

As you mention your rank... rank you can get good colleges but may you cannot get top colleges like MIT, CEG ,ACT and other top colleges...
As you did not mention your category..... category play an important role to get admission .
