Yes, you can apply in Tamil Nadu for state quota but you will have to get a domicile certificate made for the same which will act as a verification proof that you belong to the state of Tamil Nadu.
Otherwise, the normal criteria of domicile is that the candidate must have completed his/her class 10th and class 12th education from the same state. So, if you have completed your class 10th and 12th from one state, you will be considered a domicile of that state. If not, it is highly advisable that you get a domicile certificate made for yourself to be produced at the time of counselling through state quota.
