MY rank is 29941. can i get ece in vellore campus

No sorry, you can't get ECE at rank. According to previous year's cutoff, closing rank for ECE is 14500 & ECE(IOT & sensor) - 14800 in VELLORE campus & ECE- 25000 in Chennai campus.
Look cut off varies every year, it may down to your rank. So if you want to join VIT CHENNAI campus, then you can wait till to last. You may have a chance. Otherwise you can get branches like - Electronics & computer engineering, mechanical engineering, EEE in Chennai campus & you can get bio medical engineering, civil engineering, production engineering in VIT VELLORE campus.
