This is because,

Though you are a domicile of Delhi you have passed from a school having address of Haryana but to be eligible you should have passed from a school having address of Delhi.

As to be eligible for 85% Delhi state quota,

You need to  pass your class 12 from any school located in Delhi- NCR, affiliated to boards :-

• CBSE,

• ICSE

• or JMI.

So,

In order to avail Delhi state quota in neet , one needs to do 10+2 from delhi.
