My tancet 2018 score is 32 and I belongs to Sc category, so can I get ME seat from PSG tech/ MIT Chennai..?

the previous year cutoff for Mechanical Engineering course in PSG college of technology has been 199.25 .

Yes the score is fair to get admission into PSG and MIT. You can give it a try in both institutes, the value of seat depends on the department you are choosing because both the institutes are specialized in certain departments.
