My TS EAMCET rank is 2437 and I belong to BC-B category. Can I get CSE in CBIT or Vasavi or VNRVJIET? If not in phase 1 can I get in phase 2 counseling? Pls answer as soon as possible because the date for counselling is very near.

1st of all congratulations and also your choice are also very good. But as per your rank it is quite different . If you can't get in phase 1 then you can try for phase 2. Because it is change every year as per many factors . And also it depends how many student apply for exam.
