My wbjee sc rank is 3894 , will I get CSE in any government college? And if any , then which?

Please mention your GMR as all the allotments are done on the basis of GMR only. With that SC rank I think your GMR will be much higher. So the chance of getting CSE gets lowered. Still you can try.
