now I'm studying diploma in applied electronics instrumentation.... after completion of my diploma course can i take electronics and instrumentation (eie) in btech....

Yes after completion of your diploma course you can take B.tech in electronics and instrumentation. In 3 sem. of the B.tech you allowed to continue the course.
