Yes, government and several NGOs do provide scholarships to candidates who are financially weak.
Generally, if following conditions are satisfied, the scholarships are given:
I suggest you to check the official for all eligibility criteria. If any of the criteria is not satisfied, you are not eligible for the scholarship.
There is an another option available called "Loans".The loans in the form of money is provided by keeping some essential asset (equivalent or of higher value than loan amount) from the person. If person pays off the loan, the asset is returned, otherwise, it is sanctioned by the party for loan cover.
I strongly suggest to go for scholarships as the money provided is with the aim of help and one is not required to return it in any ways.
