Both the field are totally different in their course and syllabus and you can't compare them. Firstly it to totally depends on your interest in a specified field. Every field has something to offer for the people who are more dedicated and interested into it. You will excel in the field you are best interested in as you will give your 100% without much effort but choosing a less interested subject won't help you much.
Both the field have their own development and hEnce you should choose the one who have more interest in.

I would like to add my view for both streams and finally give you the advice regarding their scope.
Actually, I think both the streams are interesting and challenging at the same time. Both the streams has their own importance and even different type of thinking but the goal is same.
Now moving forward let's see what are their scope
SCOPE
Degree in psychology can get you in the field of counselling, clinical psychology,
Degree in genetic engineering can get you into pharmaceutical companies, biotechnology companies, hospital, etc. This field has great job opportunities and bright future in terms of research.
Also you need phD or masters to get you into research. Though Genetic Engineering is a hard science and psychology is a soft science.
In both fields, you get to help people. With psychology degree, you can help them with their behavior, with genetic engineering degree, you can help them by helping develop new drugs.
Finally i would say evaluate things and choose as per your interest.
