I cannot say exactly but since you mentioned that you are talking about an engineering college so it needs to allow laptops in hostels. It doesnot matter in which branch you are studying and even Mechanical, Civil students need laptops for their subjects like Autocad and CAD, MATLAB etc. So there is no point that a college will not alow its students to jave laptops in the hostels.
