Because if you are in 1st year of your college, you are just new to everything so it becomes important for you to stay connected to your family and your friends, you can even use laptop also inside the hostel. In most of the Hostels mobile phones are not allowed especially in School hostels and Intermediate hostels. Hostels provide phone in their office room and through that students can contact their parents or relatives. But it also depends on the hostel you join.

In many Engineering College Hostels, Medicine College Hostels, Management College Hostels, etc allows phones in hostels.
