If you have no monetary or vicinity issues, do prefer CSE at BITS Pilani over Civil at IIT Bhubaneshwar or CSE at VIT Vellore. BITS Pilani has an excellent infrastructure, faculty, research facilities and outlook and also provides merit scholarships to students on basis of performance. Most of the Top MnCs visiting Top 5 IITs like Microsoft, Intel, Google, Apple, Samsung and so on visit BITS Pilani for recruitment. The median package stands at anything around 18 LPA each year, with many students moving on to Top Universities in US and UK to pursue Masters or Doctoral Degree.

It entirely depends on your interest in a  particular branch.

If you are interested in CSE then go for bits pilani

or Vit vellore

Both bits pilani and vit are equally good

If you are really interested in civil then go for iit Bhuvaneshwar.

But within these choices first decide branch and then go for college .
