Should i go for CGC landran or any college under upsee(rank 72k)?

The college is accepting JEE Main for the admission. It's not clear it accepts UPSEE for selection or not. There is nothing stated in the official site also. they give admission on the basis of your +2 marks and they take tests and GDs too. you choose in which way you want to go for an admission.
Better look for an private college which has best reviews and low fee structure and take an admission.
You will get an admission for sure and don't feel bad for the rank. It's fine.

You can go for United college of engineering and research or Kali Charan Nigam institute of technology too for electrical engineering and mechanical engineering respectively.
