Should I participate in csab 2019, my general rank is 31000 and what are the colleges I can get?

Yes, you must definitely participate in the CSAB special round as you have 31000 general ranks, you have a mere chance of getting a college/university during the counseling. It is hard to predict the college you may get based on your rank. Please do participate. Good luck.
