In order to appear for UPSC, candidates need to attain 21byears and pass Bachelor's Degree in any discipline from a recognized University, there's no specific aggregate required in this case, they can apply even in the final year of graduation.
Diploma in pharmacy is no way equivalent to graduation, so you cannot appear for UPSC with DPharm. You can complete BPharm through lateral entry and then you can try, or else you can go for some other courses in graduation.
