Hello,
You can ofcourse drop out of the college. There is no particular procedure to drop out of the college. All you should do is talk to the college administration regarding this. They will help you out with this.

Ideally they are not supposed to create any mess when the student wants to drop out. But few colleges create some obligations. You need to contact the administration regarding this. They will say what process you need to follow.
