To simplify your question you are currently studying in first sem and want to transfer to second one.

Right, so the answer is no because you are still studying and not yet completed.

But if you something going on or following some difficulty in your life you can talk to university authorities regarding the same as if they will allow your not.

Secondly you have another option like after completing a diploma you can take later entry admission in any University that provides.

Every college has different rule. If both the colleges are affiliated with the same university then there is a chance you can get admission easily. Because mutual transfer is the pure prerogative of the college where you wanted to take admission. So better to consult the concern authority of that college where you are interested to take admission. They will be able to give you the right answer.
