Yes you can some colleges have choice to opt out between some optional subjects and uou can select for them if you wanna study computer as a subject of yours. and if you just wanna study it as your interest then there's a vast sea on the internet from where you can learn.

I didn't have maths in 12th and didn't get computer science in Collage.
BUT, there is a slight chance you can. In VIT there is a course CSE(spl.Bioinformatics). Basically computer science. (Don't mess with this course if you don't have any idea about CS)
They will coach you for a month before the first semester. But, there are only 100 seats. If you can't rank under 7000 or lower than that. SO, all you got do is get good rank in that and attend the exam in first 2 days a luck charm.
