Yes, you are eligible to fill up the form of NDA but with this height you are only eligible if you are a Gorkha candidate or belong to  North-eastern ares of India, Garhwal, Kumaon. For candidates belongs to this region the minimum height is prescribed is 152 cm or almost 4.99 inch. So if you're not from any of these regions then you are not eligible. For normal candidates the minimum height prescribed is 157 cm or 5.15 feet.

Your weight also matters for selection

For IAF and army weight requirements as per height

152 cm 16-17 years- 42.5 kg, 17-18 years- 44 kg, 18-19 years- 45 kg

157 cm 16-17 years- 45 kg, 17-18 years- 47, 17-18 years- 48 kg

For Navy

152 cm 16 years- 44 kg, 18- 45 kg, 20 years- 46 years

157 cm 16 years- 46 kg, 18 years- 47, 20 years- 49

So if you're even a little taller than 5 feet there is a possibility of your selection.
