Sir, I am scoring 530 in NEET UG (general) and I am from Uttar Pradesh. Is there any probability of AIQ and state medical seats?

My wishes for securing such a good score in NEET 2019. With 530 in your hand, and the state being Uttar Pradesh, there can actually be a 50-50 possibility.
If we look at the statistics of the year 2018, under the 85% State Quota, there were 2 colleges which would have enabled you a govt. medical seat, accordingly :
1. Rural Institute of Medical Science & Research, Etawah.
2. Dr. Ram Manohar Lohiya Medical Institute, Lucknow.
The cutoffs of both the colleges were below 475 and hence we can have a guess that even after a rise in cutoff, you might just be entitled to have a seat.
The cutoffs through AIQ would be too high to get you through.

As per your said marks and as per the last year cutoff trend you are on border for some government colleges under state quota for unreserved category.
Here I am mentioning some government medical colleges name with general cutoff of previous year so you will get idea:
- Government Allopathic Medical College, Banda, UP 533
- Government Medical College, Saharanpur 534
- Government Medical College, Jalaun 533
