Yes, you can appear for JEE main and advance
As per the eligibility criteria, a person is eligible for JEE Advanced examination only in the year in which he/she appears in the 12th board examination and subsequent years.
So, as your 12th year is 2021, you will eligible for JEE Advanced 2021 and for JEE Advanced 2022. So, you are eligible for jee main and advance.

See there is no percentage criteria to appear for JEE-Main but yes if you belongs to General category then you would require more than 75% for admission to engineering courses offered by NITs/IIITs/CFTIs/IITs on the basis of JEE-Main or JEE-Advance scores. If you have passed class 12th in 2020 and improved your percentage in 2021 then you would not be eligible for JEE-Advance but you will be eligible for JEE-Main 2022 but in the case if you have passed your 12th in 2021 and also improved in 2021 then you are eligible for JEE-Main as well as JEE-Advance 2022.
However there are some criterion which you need to satisfy in order to appear for JEE-Main so let us discuss them.
1--- Age criteria :- There is no age limit to appear in JEE-Main but note that there might be the age limit in any particular institution taking admission through JEE-Main score, so you should keep this thing in mind.
2--- Qualifying Examination :- To be eligible for JEE-Main one should have passed 10+2 examination with Physics, Mathematics as mandatory subjects along with one of the Chemistry/Biotechnology/Biology/ Technical Vocational subject from any of the recognized central or state board.
3--- Year of qualification :- For JEE-Main 2022 only those candidates who have passed Class 12 / equivalent examination in 2020, 2021 or 2022; or those who will be appearing in Class 12th / equivalent examination in 2022, would be eligible to appear.
So if you follow all above criterion then you are definitely eligible for JEE-Main.
