There are limited seats and only few courses for any department, but For Electrical Department it may be ECE,EEE or any other stream from B tech have wrote TS PGECET exam, so it's difficult one can get seat in University or top Private college.
You have to get rank below 50 then only 70% chances you can get and especially GATE qualified will definitely get admission in OU/JNTU. So If GATE qualified students and top of PGECET under 50 rank will get seat.
Your Rank is too High not sure you will get seat in top 3 private college also.
My suggestion as you are fresher try to get a job or prepare for GATE and get good score.
