Unfortunately according to recent trends the qualifying mark for the HPCET is around 20% which is 60 marks, so you may have just missed out on qualifying for counseling if you belong to the general category.
If you belong to any reserved category then the cut-offs is 15%, which is 45 marks, and you have made the cut for counseling in the HPCET and you can fill the counseling form on the website.
However your chances of landing a college with such a low score are tough, and hence I would recommend looking at other colleges and not solely banking on the HPCET for your admission.
