In order to gain admission to a university or college in Germany, the primary requirement is a German language certification.
Although many universities offer courses in both English and German, there are still a few courses which are taught in only German, and most universities will give the applicant higher regard if he or she already knows enough German to maintain a rudimentary conversation at the least.
The best German language proficiency certifications are the Goethe certificates which range from A1 to C2 with C2 being expert level language proficiency. Another is TELC (The European Language Certificates) Deutsch which also covers the same CEFR (Common European Framework of Reference for Languages) levels.
Apart from German language proficiency, an English language proficiency test is also required i.e. either TOEFL or IELTS .
In many situations, German universities require their students to have completed 1 or 2 semesters of education or experience prior to admission although in arts related courses, this prerequisite is often waived if the applicant displays a sufficient amount of talent and proficiency for the applied field.
The Indian percentage conversion for German universities varies from university to university. In some colleges and universities, they may internally convert your percentage to a grade (which may lead to a loss with a percentage of 78% being equivalent to a generally low grade). But, there are a lot of universities which also take into regard the applicant's JEE score. Therefore, if you are looking forward to applying for a BTech or a STEM course then your JEE scores for both main and advanced will play a major role in admission.
Some of the best German Universities for undergraduate admission include:
1. Technical University of Munich
2. Heidelberg University
3. Free University of Berlin
4. Ludwig Maximilian University
5. Karlsruher Institute of Technology (KIT)

If you are opting for germany, it is essential that you learn the german language. Go for courses in german language and earn a certification. People who converse in german will be given first priority.
Good luck
hello MJ NVG
i would suggest at first complete your graduation from India only and then pursue foriegn universities for post graduation as 78 % is a tad bit low so pursuing now you might end up with some low quality institute so work hard on your grades in graduation
