hi,

see through you have studies in distance education mood, you may contact with your college authority to issue a TC on behalf of your further studies, take all your masters course documents with you and write an application form to the head of the institute to provide a TC certificate.

hope you may understand.

Maha I suggest you once contact with college authority, generally tc needs to collect after completion of the course.
