No there will not be any problem, if you have passed your 12th in 2017 then you're eligible to give jee mains of 2017,2018 and 2019 however you will not get a chance to give jee advance this time. If you manage to score well and cross the cutoff boundaries of your desired branch you could easily get admission in any college. Though you have took a gap after 12th so the college may demand a 12th gap certificate that's it.

JEE Mains is a national level entrance exam that is conducted for admissions to various NITs, IIITs, GFTIs and other public and private institutes. It also serves as the first stage for admissions to IITs. It is conducted by CBSE and NTA. From 2019 JEE Mains will be conducted twice a year, in January and April.
As for your question, no there will be no problem regarding the transfer certificate, but you should get a signed application from the college where you pursued B.Sc. that you had been admitted their in 2017. Otherwise, if you want to show a gap of 1 year in 2017, then you will have to get a gap certificate.
